Erratic SUV driving westbound on Highway 210

As discussed during the dispatch call, officers received a driving complaint on westbound Highway 210 near mile post 39 in the Underwood area about a white Lincoln SUV carrying a lawnmower on its roof that was reportedly crossing the center line, changing speeds, braking randomly, and did not appear to have a license plate.
