Drivers turn and go wrong way on I-90 shoulder

As discussed during the dispatch call, radio traffic reports a possible traffic hazard on eastbound I-90 near milepost 134 by the Vantage bridge, where multiple drivers are turning around and briefly driving the wrong way on the shoulder because of a disabled vehicle blocking a lane.
