Man in wheelchair yells at cars and tries opening doors

As discussed during the dispatch call, a welfare check was conducted on an adult male in a wheelchair near Smallwood Drive and St. Clair Highway. The subject was reportedly in the roadway, yelling at cars and trying to open car doors.
