Old horse checked after animal welfare complaint

As discussed during the dispatch call, dispatchers received a report of a skinny man walking in the middle of the road near Highway D and Columbia Road, yelling and refusing to move, and nearly being hit by a vehicle as he walked toward the Dog Patch area. Deputies also handled an animal control call on Hartford Road involving a horse that was later described as extremely old but apparently not neglected while they waited to hear from the owner.
