Pedestrian reported near traffic west of tunnel

As discussed during the dispatch call, officers responded to a report of a woman walking westbound near a tunnel, described as having long hair, wearing a black long-sleeve shirt, and carrying a backpack. She was reportedly close to traffic and appeared at risk of falling into the roadway.
