Man approaches children and tries to isolate them

As discussed during the dispatch call, a caller reported a suspicious man at Lions Club Park near S Elm Street. He was described as a Hispanic male wearing a black shirt and shorts, speaking in a feminine voice, asking children unusual questions, and trying to get them alone in the restrooms or possibly the woods. He was believed to have arrived in or been associated with a dark-colored sedan parked in the main parking lot; officers no longer had eyes on him after a short delay.
